The Mayors Scholarship Program

Making a University of Pennsylvania education affordable
for Philadelphians

As a high school student, you're probably thinking about college and wondering how much it will cost to attend. The University of Pennsylvania, in agreement with the City of Philadelphia, offers a special financial aid program for Philadelphia students called the Mayor's Scholarship Program.

Like other Penn Students who receive financial aid, Mayor's Scholars receive an aid package that meets 100% of their financial need, as determined by Student Financial Services. However, Mayor's Scholars do not have any student loans in their aid packages.

Penn is committed to a need-blind admission policy. This means that the Office of Admissions evaluates admissions applications without regard for the fact that a student is applying for financial aid.
